                                    6PREPARED TODAY FOR THE STORMS OF TOMORROW Water ResourcesWATER LEVELS2025 Spring FreshetThe spring freshet of 2025, although higher than the previous year, was comparable to long-term historic norms. Peak springtime flows saw a general increase in all watersheds from the previous two years, a lot closer than the typical spring peak of bankfull conditions. Springtime flows in all watersheds tend to respond together in a similar manner year after year.Moira RiverThe Moira River was notably higher than the previous two years (reaching bankfull conditions) and was representative of springtime levels across all of Quinte%u2019s watersheds. The snowpack grew to about 110 mm of water equivalent (which is close to the long-term average for that time of year). An orderly melt-out led to the first river peak of the season in early March. Outflows were adjusted to maintain a balance close to normal levels for almost the entire year. By mid-September, Lake Ontario%u2019s levels were slightly below the long-term averages. The International Joint Commission performed aggressive outflow management well into the fall and low precipitation levels led to a drop below average in the last months of the year. Lake Ontario%u2019s water levels are influenced by uncontrolled inflow from Lake Erie, precipitation, and local runoff. No long-term flood messages were required.
