The comprehensive plan review and regulatory policies guide staff to ensure that new development activities are directed away from, and safeguarded against risks like flooding, erosion, dynamic beaches, and unstable bedrock. These efforts also ensure that wetlands and watercourses are preserved as important natural features.Talk to Us FirstPre-consultation is an integral first step for both municipalities and watershed residents to pro-actively plan development projects and ensure the process runs smoothly and efficiently. QC works closely with municipal partners throughout the planning process to discuss the development of specific properties and regulatory requirements. For private landowner projects, watershed residents are encouraged to arrange a pre-consultation with staff through the online booking portal. Development ApplicationsA permit from Quinte Conservation is likely required for development projects near or around sensitive lands or water like lakes, streams, creeks, and rivers. Review is required under the Conservation Authorities Act (R.S.O. 1990,c.27) and O. Reg. 41/24: Prohibited Activities, Exemptions and Permits for a variety of development activities including new dwellings, re-construction of existing structures, and shoreline erosion protection. This review prevents construction in flood or erosion-prone areas and ensures the continued protection of wetlands and watercourses. Staff work diligently with applicants while upholding legislative requirements and meet processing time with a 98% average within the minimum mandated timeline of 12 days. In 2025, only two applications were formally denied - which resulted in two Hearings before the Executive Board. Plan ReviewIn addition to daily planning applications, staff provided comments on one Municipal Official Plan update, ensuring that planning policies harmonize with regulatory requirements and reduce conflict. Public Information Planning and regulations staff perform site visits and meet with landowners, both virtually and in person, to discuss development plans, delineate natural features such as wetlands, survey the floodplain and educate landowners about the unique features on their properties. Enforcement and ComplianceQC is also responsible for ensuring compliance with the provincial requirements of the Regulation and Act. The public is encouraged to submit their concerns through a form on the website if they observe development that may not have been permitted.Looking AheadDespite the Province%u2019s future plans for consolidation, the QC Planning and Regulations program will continue to function as normal and carry out mandated responsibilities to protect people and property from natural hazards, while providing timely, efficient and educational services to watershed residents.
